A: it may depend on state or local laws, but here in NC you do not have to have a license or insurance to operate a moped. I think most of them top out at about 35-40 mph and they could be hooked up to NOS ( a friend of mine did that with one of those mini-bikes), but i'm not sure that it would be legal to do that and try it on a public highway
